NSF Chairman Costello Garang Ring Lual met with representatives of Chinese company Huawei in 2005 and convinced them to invest in South Sudan’s nascent communication industry. Subsequently Huawei under the leadership of Mr. Peng helped to establish one of South Sudan’s first telecommunication companies, Gemtel, in the country.
